The Scott 72 Park Reserve in North Delta is a large grassy field underneath the power lines. It doesn't have a fully fenced and gated enclosure but it is somewhat contained by the housing on either side of the power lines. A few dollars invested fencing and gates here could make this a wonderful large enclosure!
Access is from the residential neighbourhood on 74th Avenue, where street parking is available.
